On February 18, 2026 Professor Dogdurbek Chontoev, Rector of Kyrgyz National University named after Jusup Balasagyn, gave a guest lecture at Baku State University on the topic: “Problems and Solutions of Interstate Water Sharing in Central Asia”.

At the beginning of the meeting, Professor Sevinzh Khadjieva, Head of the Department of Ecological Chemistry at Baku State University, briefly described the educational programs and research conducted at BSU in the areas of environmental protection, climate change, water resources management, and sustainable development. She then gave the floor to Professor Dogdurbek Chontoev, Doctor of Geographical Sciences, Rector of Kyrgyz National University named after Jusup Balasagyn.

Dogdurbek Chontoev delivered a lecture on the topic: “Problems and Solutions of Interstate Water Sharing in Central Asia”. At the beginning of his lecture, he briefly described the scientific potential, faculties, and international relations of the university he leads, noting that Kyrgyz National University and Baku State University have similar faculties and specialties, thus offering opportunities for cooperation in ecology, geography, hydrometeorology, and environmental protection.

The Rector’s report then analyzed the historical, legal, and geopolitical aspects of interstate water distribution in Central Asia, explaining the challenges arising in the distribution of transboundary water resources between countries in the region and their socioeconomic consequences. He noted that climate change, melting glaciers, changes in precipitation patterns, and growing water demand are exacerbating existing hydrometeorological problems. In this regard, Dogdurbek Chontoev believes that effective water resource management, the creation of joint monitoring mechanisms, and expanded information exchange are of particular importance. The Rector, along with other discussion participants, shared their thoughts on the current state of the environment in Central Asia and the Caspian region, ways to improve hydrometeorological observation systems, deepen scientific research, and strengthen institutional ties.

At the end of the lecture, Dogdurbek Chontoev answered questions from students and faculty, and supported discussions.
