On June 9, 2025 the Rector of Kyrgyz National University named after Jusup Balasagyn, Professor Dogdurbek Chontoev held a meeting with foreign students, during which he explained the provisions of the Decree of the President of the Kyrgyz Republic “On measures to regulate the legal status of foreign citizens and stateless persons”. The Rector explained that from June 10, 2025, foreign students in the territory of the Kyrgyz Republic are required to always have a passport with them. This measure is related to the Decree of the President of the Kyrgyz Republic Sadyr Japarov “On measures to regulate the legal status of foreign citizens and stateless persons staying in the territory of the Kyrgyz Republic”. The document emphasizes that a person who arrived on a study visa does not have the right to work. Dogdurbek Chontoev emphasized: “Foreign and local students should study in an atmosphere of friendship and mutual respect, showing tolerance for differences in culture and religion.”

First Vice-Rector of KNU Alaibek Shamshiev noted: “Inspections by government agencies will be conducted over the next two weeks, and students must have all the necessary documents with them.” Heads of structural divisions have been instructed to convey information about the Presidential Decree to every foreign student. A hotline for consultations will also be organized at KNU.

Earlier, the Ministry of Labor, Social Protection and Migration announced that foreign citizens can legalize their stay in the country without fines until June 10, 2025.
